Mass mobilization works.  And in 2012, it’s time to apply this lesson to what may be the biggest carbon bomb of them all: a proposal to export US coal from the Powder River Basin to the international market.

If you’re not familiar with coal export proposals, you can get the miserable truth about the issue here.  For now, suffice to say large-scale coal export projects seem to be an even bigger threat to the climate than the Keystone XL pipeline.  In states like Montana, both Republicans and Democrats in statewide office seem bent on blowing up this carbon bomb, and have ignored the protests of environmental groups.

Lobbying, petitioning, and talking about “green jobs” have all failed to stop mine-for-export proposals moving forward (though all these tactics have helped build the movement we’ll need to win).  I believe the only thing that can keep Montana and Wyoming coal in the ground is a mobilization that includes large-scale direct action.  It’s time to do here what Occupy Wall Street did in Zuccotti Park, and what the Tar Sands Action did on President Obama’s doorstep.  We must reclaim power over our communities, and chart the course ourselves to a cleaner, more just future.

This isn’t going to be easy.  There are no really large urban areas in the northern Intermountain West, making mass mobilizations difficult to organize.  However, there is a growing movement within these states to protect our communities from the coal industry.  We know we have the support of activists in the not-so-far-off Pacific Northwest proper, who are organizing to stop proposed coal terminals on the West Coast.  And with a livable planet hanging in the balance, the stakes couldn’t be higher.

In 2012, we can channel the power of mass mobilization into the places where it will be most effective, throwing off the stranglehold of fossil fuel industries over our communities while opening up space for clean energy and green jobs.  With direct action sweeping the country, and ever more people in the West waking up to the impacts of coal export proposals, there couldn’t be a better moment.

Note: yesterday a group of youth activists at the University of Montana (including myself) drafted a call for a weekend of action to protect communities from the coal exports industry.  Coal export projects may well be the largest single threat to the planet right now; and those of us in the heart of coal country need all the help we can get to win this fight. Call for a Weekend of Action to Stop Coal Exports

We, youth climate activists at the University of Montana, are calling for a regional weekend of action to protect the greater Northwest from coal exports.  The action will coincide with the weekend of Rocky Mountain Power Shift, February 17^th-19^th.  That weekend, hundreds of youth climate activists will converge on the University of Montana campus to exchange success stories, hear from movement leaders, learn from each other, and take action to promote solutions to climate change.

On Sunday, Feb 19^th, we will march through downtown Missoula to protest an increase in coal exports (this action is not officially endorsed by Power Shift in any way).  We will draw attention to key politicians and industries who are financing and pushing coal export proposals.

If we can show that people across the greater Northwest region are concerned about this issue, we will dramatically increase our chances of success.  We are asking you to organize an action in your community on the weekend of Feb 18^th, in solidarity with this region-wide effort.

If coal exports increase, it will further jeopardize the health of communities along the rail line, from eastern Montana to the West Coast.  Coal trains are a source of toxic coal dust and diesel fumes, noise pollution, and traffic congestion.  Energy companies plant to ship Montana coal to China and nearby countries, where it will be burned and contribute to climate change and global mercury pollution.

We appreciate any support you can give us in the fight against increased coal exports.  You can take action in your hometown by leading a march, rallying on a street corner, holding a teach-in, lobbying elected officials, or coming up with some other type of action….get creative!

Blue Skies & Coal Don’t Mix Campaign at the University of Montana

The first stop along the march route was Safeway – a corporation using oil from the Canadian Tar Sands to fuel its vehicle fleets.  Unlike companies including Whole Foods and Bed Bath & Beyond, Safeway has not taken any significant steps to phase out tar sands oil – even after being pressed to do so by environmental groups like ForestEthics.  Since Safeway doesn’t seem to believe its customers care about the impact of the tar sands, we decided to prove them wrong by “returning” dozens of paper bags from Safeway, complete with a giant receipt of purchase.

Next we paid a visit to Bank of America, the biggest financier of coal in the United States.  In the Pacific Northwest, Bank of America is funding companies that are pushing coal export terminals and other destructive coal industry infrastructure.  Every B of A branch is essentially a climate crime scene; so in recognition of this fact, participants in the march strung caution tape and warning signs between the pillars at the Eugene branch.  A die-in outside the bank, some messages scrolled in chalk, and a bit of creative street theater rounded out the B of A action.

Our last stop was at the Eugene Democrats campaign office headquarters, where march participants pledged dozens of volunteer hours to fight for clean energy over the next year.  Calling on the Obama administration to reject the Keystone XL tar sands pipeline and harness the power youth activists ready to devote their time to a candidate who stands up for the climate, we joined with thousands of people across the country who are ready to see the President take the kind of bold stance that will re-energize his base for the 2012 elections.

It’s no coincidence that four days after thousands encircled the White House, and people across the country held smaller solidarity actions like the one in Eugene, the Obama administration took the first major step toward terminating the Keystone XL pipeline.  Yesterday the State Department announced it will re-assess the Keystone XL proposal, scrapping the original pipeline route and essentially sending the project back the drawing board.  This is a major blow that could well prove Keystone XL’s undoing.

If there was any doubt that strategically focused non-violent direct action produced change on a massive scale, the setback to Keystone XL should be enough to convince anyone.  Direct action has already prompted banks to begin the shift away from coal, stopped or slowed the trajectory of numerous fossil fuel projects – and now it has dealt a lethal blow to one of the biggest climate bombs on the planet.

Youth in the Pacific Northwest and across the country will continue to utilize direct action to confront direct action, in a tradition pioneered decades ago by leaders like Gandhi and King.  With the scrapping of the Keystone XL plan, our movement had one of its finest moments yet this week.  I anticipate many more such moments to come.

Wednesday night, outside of a heated local candidates debate about a proposed massive coal export terminal just ten miles from Western Washington University, a group of students with the Western Action Coalition decided to have a little fun while calling attention to the issue.

The coal terminal, proposed by SSA Marine and it’s minority owner Goldman Sachs, would ship coal from open pit mines in Wyoming through Bellingham, Washington and out of a port at Cherry Point, eventually reaching East Asian markets. The terminal poses a significant threat to communities near WWU: coal dust and coal runoff from open freight cars are a concern to anyone near the tracks; thriving forest would be stripped from the land at Cherry Point; and 80 acres of uncovered coal could degrade the spawning grounds of an endemic herring population, which forms the bottom of the marine food chain. The impacts are as diverse as the communities that would be affected by them.

An action organized by the Western Action Coalition with Earth First! Whatcom focused attention on some of the impacts, while calling the WWU student community to take action with their ballots this week.  Olivia Edwards, a junior studying environmental science dressed as a Salmon. Unconvinced by SSA’s arguments, she said “there are still a multitude of questions that need to be answered and that deserve to be addressed.”

Demonstrators distributed literature endorsing county council and mayoral candidates that will stick up for a sustainable economy for Bellingham and beyond. They called for electing Pete Kremen, Christina Maginnis, and Alan Black for Whatcom County Council and Dan Pike for Bellingham Mayor – all of whom have been endorsed by Washington Conservation Voters.

Meanwhile a coal train made from shopping carts, a revitalized appliance art racer, and a washing machine-turned locomotive rumbled through Red Square, the heart of the WWU campus, and into the narrow corridor at the entrance to the event. As the train conductor blared his whistle, crossing guard Bodie Cabiyo preventing foot traffic from entering the event, “Sorry, expect ten minute delays every hour of every day from here on out,” he said. Increased train traffic resulting from the terminal would have such an effect in Bellingham, isolating communities on opposite sides of the tracks for as much as four hours a day.

Environmental science student Bodie Cabiyo said, “These big issues like dirty energy and climate change can seem pretty distant and relatively unimportant until they threaten to destroy communities and ecosystems right in your back yard. Then you realize just how real the issue actually is.” This week we, WWU students, will cast our ballots for a local economy that will support us into the future, and that will stop global coal trade in it’s tracks.”

While making my mental pro-con list, I realized that Todd was right. My con list was short: I might have a record, which as a college student with the unknown in front of me seems reason for concern. However, the pro list was much longer. I would be fighting the corporate powers of Bank of America, Peabody Energy and so many others found in St. Louis in ways that my years of rallies, protests, phonecalling and voting had never done.

My privilege was the most notable item on my pro list. I knew that because of my socioeconomic status and my community of friends and fellow activists I would be bailed out of jail quickly. Using my privilege as a white female with enough money seemed like one of the biggest services I could provide where others in the movement can’t due to the unequal realities of our legal system. As activist Lisa Fithian said, “It should be our rich white kids risking arrest.”

When 15 of us, the Midwest Rising 15, sat down in the downtown St. Louis intersection, Peabody Energy on one side, Bank of America on the other, we linked arms and chanted. Looking around the circle at the strong, determined faces surrounding me, I knew I had made the right decision. We spent 10 hours in jail, charged with street demonstration and failure to obey police orders. The last one released, I exited to fifty people cheering and waiting for me.

The love I felt reminded me of how lucky I am to be part of a group of people fighting for a more just world, and some unexpected pros worked themselves onto my list. First, my arrest had inspired others. It had invigorated not just me, but those waiting outside. For all of us who work so close to burnout, seeing new tactics used is inspiring and makes us feel alive again. Second, getting a brief look into the legal system reaffirmed my commitment to fighting systems of oppression. The convergence had already linked economic and climate justice movements, but hearing stories of people held overnight with no food or water reminded me that movements working together are even stronger. I was both depressed and inspired when I reminded myself that in the United States we are innocent until proven guilty.

We must all continue to think strategically to fight for justice for people and the planet. As sixty sit in jail, sixty more risk arrest today and hundreds others gear up for action regarding the Keystone pipeline, as Tim Dechristopher spends two years in prison, I am humbled to be a part of a growing movement realizing and exercising the power of civil disobedience as a tactic for change.

Why donate to this effort, when so many worthy causes are out there?  The answer, quite simply, is that the fight against coal exports is one of the most important in the climate movement.  If even one proposed coal export terminal like the one moving forward in Bellingham goes through, it will be a disaster for the climate, facilitating construction of some of the largest coal plants in the world and displacing renewable energy investments in developing countries.

But this tragedy doesn’t have to happen.  Members of communities targeted by coal export proposals are already organizing to stop export terminals from being built and re-claim power over the energy future of their communities.  So far these efforts have been very successful in shifting the debate around coal and turning coal export terminals into a sticky issue for politicians.  Now these activists need our help bringing their movement to the next level.

Though there are now several proposals to build coal export terminals in both Washington and Oregon, the one in Bellingham has progressed further than any other toward applying for permits it needs to move forward.  If we can defeat this project, it will send a positive message all up and down the West Coast.  The work of organizers in Bellingham is thus a critical piece of the worldwide effort to reclaim community power from the coal industry.

Mining Operations on Coal River Mountain

Two protesters have halted blasting on a section of strip-mine on Coal River mountain.  Check out RAMPSCampaign.org for more.  From the group’s press release today:

MARFORK, W.Va. – Two protesters associated with the RAMPS Campaign halted blasting on a portion of Alpha Natural Resources’ Bee Tree mountaintop removal mine on Coal River Mountain today by ascending two trees.  Catherine-Ann MacDougal, 24, and Becks Kolins, 21, are on platforms approximately 80 feet off the ground within 300 feet of active blasting on the mine.  The banners hanging from their platforms read “Stop Strip Mining” and “For Judy Bonds” in honor of strip mining activist Julia “Judy” Bonds of Packsville, W.Va. who died of cancer earlier this year.  The activists demand that Alpha Natural Resources stop strip mining on Coal River Mountain and that the West Virginia Department of Environmental Protection prohibit future strip mining in the Coal River Watershed.

“I feel, with the keen urgency of extinction, that Alpha Natural Resources cannot be allowed to tear apart Coal River Mountain and allow all those living below it to suffer for their profits. The Coal River watershed cannot tolerate any more damage. There is no way that I can begin to detail the comprehensive destruction that surface mining and mountaintop removal wreak on the forest ecosystem of the southern Appalachian mountains,” said Catherine-Ann MacDougal.

Together we formed the Coal Action Network, a grassroots organization aimed at challenging coal projects throughout the greater Northwest – and perhaps beyond.  Though the name Coal Action Network is new, student efforts to shift the Northwest away from coal are not.  Working in partnership with environmental nonprofits, students have already helped put the only existing coal plants in Oregon and Washington on the path to retirement.  When the Boardman Coal Plant and TransAlta Coal Plant are gone from the grid, our region will have eliminated its two biggest sources of carbon pollution, opening up space for clean energy to grow.

These victories never would have happened without countless individuals who took a stand, and were willing to say “No more” to the coal industry.  With two major achievements down already, we are turning to the next big challenge: protecting our rivers and bays from becoming an international coal export zone.  We are already working in solidarity with impacted front line communities who are fighting coal export infrastructure in their back yards.

Today everyone from President Obama to BP is willing to talk about technological energy “solutions.”  But what about the original democratic solution that formed the foundation of every successful social movement in history: a community of principled individuals willing to stand up for justice?  Technology will of course play a vital part in the transition away from fossil fuels, but wind turbines and solar panels will not on their own stop destructive coal infrastructure proposals.   Just as leaders of the Civil Rights Movement and the India liberation movement won by refusing to cooperate with oppression, we must do the same – and we must remember ignoring the problem is tantamount to participating in it.  That’s why I’m so excited to see this new chapter of solidarity with impacted communities beginning in the Northwest.

In the months ahead we’ll openly confront the coal industry wherever it tries to make inroads on our communities.  Whether by turning out to public hearings, working directly with people on the front lines, or calling out the financial institutions that give the coal giants their funding, we’ll shine a light on what’s happening in our region.  Since oppression only thrives when its perpetrators can operate in secret, we’ll win by harnessing the power of truth: the truth that as passengers on the same planet we are all brothers and sisters, and a threat to any one community’s right to clean water and breathable air is by definition a threat to us all.

Acting on this principle, the Coal Action Network has already organized one action in the Northwest.  Drawing inspiration from groups like the Rainforest Action Network and Rising Tide, which have pioneered non-violent methods for holding financial institutions accountable, activists who attended Saturday’s campaign launch temporarily “shut down” several Bank of America and Wells Fargo ATMs.  Signs posted at the ATMs informed customers the banks were closed “due to investments in coal export projects.”

As the beginning of a new school year approaches next month, I expect to see many other creative actions organized by the Coal Action Network.  Like the Civil Rights Movement and the India liberation movement before us, we pledge to stand non-violently but firmly in the way of oppression, and bring justice to our own communities ourselves.

After Representative Eherlich spoke, members from Environmental League Massachusetts and the Sierra Club outlined the health risks posed by coal power plants. The Sierra Club also offered reference to their recent publication on how renewable energy sources can replace the base load power for the grid which is presently generated by fossil fuels and nuclear power. Four members from Students for a Just and Stable Future then spoke on behalf of their drafted legislation, house docket #2625, which is entitled “An Act to Phase Out Coal Burning and Use”. Unlike other bills in front of the committee that ask for this to be done by the year 2020, Students for a Just and Stable Future believe that the issue demands more urgency and should be accomplished by 2015. The students who spoke addressed the many externalities pushed onto local communities and the environment throughout the coal commodity chain covering everything from the devastation due to mountain top removal to the effects emissions are having in the form of acid rain and global climate change.

This all comes in the wake of last week’s announcement that Dominion Resources will not be challenging ISO New England’s decision and will be closing the Salem Harbor Power Station just north of Boston before June 1, 2014. This announcement is a great victory for community organizations and their partners who have been calling for a closure of the plant.

The continued effort by Students for a Just and Stable Future, and students across the country, shows how important to role of the youth movement is in getting our country off of dirty fossil fuels. Campuses must continue to work with their local communities in order to ensure a healthy safe future for the people and the environment.

At the hearing industry representatives from New England Power Generators Association spoke out against the bill explaining that the free market was well suited to determine which fuel sources are best, and that government intervention will only cause harm.  They later denied to comment on the environmental injustices or social injustices brought on by the continued operation of the power plants.

What Should Be Our Next Steps?
On campuses across the country students are realizing that something needs to be done. We can play a pivotal role in the organizing and networking of different communities. Humanity needs someone to stand up and stop the destruction of society. Right now we are destroying nature. It is nature that we are very dependent on as a means of our survival. With its’ collapse we are only asking for the same. The world is changing at a very fast pace as the ice at our poles melt, the ocean is becoming unbalanced, our forests are disappearing, while communities are being forced to face bioaccumilation of chemicals that they never asked for. It is time to start taking a stand like never seen before.  Malcolm X said “We declare our right, on this earth… to be human being, to be respected as human being, to  be given the rights of a human being, in this society on this earth, in this day and we need to intend to do this by any means necessary. This is exactly what needs to be done. The youth environmental justice movement is constantly being referenced as the revolution of our generation as was Malcolm X’s civil rights movement to his generation. This however is not the civil rights movement. Like the civil rights movement we have organized and a created a vast grassroots network. Like the civil rights movement we also have realized that those in power, our elected officials, are failing us. What we have not started to use is a tool that was used to great success in their struggle, the judicial system. This goes further then taking the lead corporations of the polluter industrial complex to court over regulation infringements but actually putting ourselves into the system. We need to use it as a theater to tell our public narrative and start to frame how these issues are discussed.

By organizing a mass resistance movement on every stage of the coal commodity chain, we may be able to achieve the system change that many envision. Communities may not be able to stand up to industry funding however they do have more numbers then industry does. Not only should the infrastructure that supports this system be targeted but also an effort to discredit the public relations industry that helps to support it. This is an effort that crosses environmental and social justice lines. Literally everyone is being effected in some form as well as contributing to the issue. It is time that people reclaim power from the polluter industrial complex back to where it rightfully belongs.
