Is it a contradiction to give away so many credits and then still hit even the mild reduction targets by 2025?  Doesn&#039;t that put us in a legally binding abrupt carbon shift?  Or are those provisions not thought out well and intended to get muddied up 10 years in the future?

I guess what I&#039;m saying is, is there anything here resembling a strategic energy plan for the country, or is it a hodge-podge of goals and concessions lumped together in to a bill?

And what the hell happened that got us from &quot;100% auction&quot; - Obama, to 40-60% auction?  What was the ratio of giveaways to auction in the European carbon trading plan of earlier this decade?</description>
