The Malagasy government is actually very committed to implementing the proposed change. They see the protection of the biodiversity as not only a duty for Madagascar and the international community but also an opportunity for sustainable development: (quote from the speech on April, 9th):” And only through conserving our environment will we be able to develop tourism of a high standard.”
Of course, there is a possibility that it’s just “smokes and mirrors” from the gvt but considering th fact that protected areas have tripled in 4 years (from 1.7 to 4.5 mil hectares), I believe there is a real commitment there.
