Sort of. The US is a signatory to Kyoto, but has refused to ratify it. Which is essentially the same as doing nothing. The US government doesn&#039;t recognize it&#039;s targets, we don&#039;t intend to honor targets, and in fact US government has done much to sink Kyoto and build support in opposition to it.

But yes, you are correct, we have technically signed Kyoto. But that is wholly symbolic - nothing meaningful.
